Demining Capability MAI’s mine action capability is designed to address as many of the mine action requirements as possible in order to provide the various clients with a cost effective approach. Recently this has concentrated on meeting the standards stipulated in IMAS and operationally utilizing a Risk Assessment approach to all tasks. Depending on the task, site limitations and area restrictions a full tool box approach is utilized, this includes MDDs, mechanical equipment, manual demining and Battle Area Clearance. Manual Demining Teams MAI’s manual demining teams consist of members who have all had to successfully past a vigorous three week training program. In addition the team leaders have to past a two week leadership and management course. Additional training courses are organized to meet the ever changing requirement for sound management, addressing safety, quality and productivity in a balanced manner. Mine Detection Dogs MAI have recently utilized a number of MDD teams and are presently increasing the number of operational MDD teams in the company. In 2007 MAI will start to train local handlers to undertake the dog handling duties. Present plans are to increase the canine capability by training a number of EDD teams and dogs for guard and security duties. In the Name of Humanity     A recent study of the Bosnia and Herzegovina (BiH) mine action programme concentrated on the effective use of donations from political, financial and productivity perspectives. The premise of the study was that similar tasks, undertaken by a similar work force, with similar training and equipment, in the same time period, should be achieved with comparable timeframes and costs. Results and analysis of the BiH programme from the past several years are discussed below.  by Eddie Banks, Project Director, E and I  Introduction  The continued suffering inflicted by landmines and UXO must be eliminated in the shortest possible time period; indeed, the international community acknowledges that obligation. The Ottawa Treaty, Dayton Peace Agreement and the London and Bonn Peace Implementation Conferences all form legal obligations addressing mine action that BiH has formally agreed to. BiH was the first Balkans country to destroy its entire stockpile of AP mines, with the exception of a few mines for training and research and development (R&D) allowed within the terms of the Ottawa Convention.  Underpinning the obligation to eliminate landmines is the financial support provided by the donor community to assist less affluent countries in meeting their legal and moral obligations. By removing the cause of the landmine threat quickly, other aspects of humanitarian assistance and national development such as repatriation, rehabilitation, reconstruction and reconciliation, can proceed unimpeded in areas that were suspected of, or contained hazardous material. Training Courses for Leadership and Team Leaders 2006 A course designed to develop the leadership qualities of MAI team Leaders and to increase their basic knowledge and understanding of mine action activities. Training Course for Basic Deminers 2006 A three week course to train up to 60 deminers the basic skills of manual demining. The course was monitored by an international oversight organization to ensure it complied with IMAS and meet the client’s contractual requirements. A Discussion Paper Spoiled Soil While it is necessary to remove explosive items from the land to facilitate repatriation, reconstruction and rehabilitation, it is crucial that, in undertaking this action, the soil structure is not inadvertently damaged, creating short, medium and long-term problems for agriculture, in particular the sustainable farming that supports vulnerable communities. Over the last few years the increased use of mechanical equipment for humanitarian de-mining has demonstrated that it can not only improve the safety of hazardous work but can also vastly improve clearance productivity and effectiveness. By adopting an integrated approach, incorporating manual clearance and Explosives Detecting Dogs (EDDs), operational managers can select the best combination of methods to suit the wide variety of sites and environmental conditions. 2. Taken individually, management of the three methods (manual, EDD and mechanical) requires very different skills, experience and knowledge. The level of knowledge and skills necessary for the effective management of manual de-mining teams can easily be achieved, especially by ex military engineers with relevant explosives and managerial experience. The knowledge and management of Explosives Detecting Dogs is much more difficult to obtain, many managers have little or no prior experience of dog use or dog management and must learn on the job. Here, the author discusses those faced in Iran, how the deminers overcame the problems and what equipment was used to accomplish the demining goals. The Islamic Republic of Iran The United Nations classification of mine-affected countries states that the Islamic Republic of Iran is one of the worlds most affected countries. Historically Iran has been called the “cradle of civilization,” and it contains a number of important historical sites, including the ancient city of Persepolis (or Takht-e-Jamshid), which was destroyed by Alexander the Great in 322 B.C. There are also many beautiful natural sites like the caves at Ali-Sadr, unusual wildlife and, for many of us, a fascinating culture. Iran is known for its carpets and famous poets, the most well-known in the western world being Hafez and Omar Khayyam. It is the 17th largest country in the world, bordered on the west by Iraq and Turkey, on the east by Afghanistan and Pakistan, with the Caspian Sea and Turkmenistan to the north and the Persian Gulf to the south. Mine-Affected Areas The mine-affected areas are primarily in the western border regions, the area that saw most action in the 1980–1988 war with Iraq. The hazardous residue of that war stretches from Adaban on the Persian Gulf to the Turkish border some 600 kilometers (373 miles) north. These contaminated areas incorporate a wide variety of ground types, including swamps, wetlands, marsh, desert, agricultural land and mountain ranges.
